Validates the version and changelog pair shared by Type definitions and Query Templates: version is a valid Version, changelog is not empty, every entry has a valid version and a non-empty description, and version equals the highest entry.

Validates a version and its changelog.

Parameters:

version - the version, in the form major.minor.patch

changelog - the changelog, mapping each version to the description of its change

Throws:

IllegalArgumentException - if the pair violates any of the rules
